What is HPRP? • HPRP is part of the American Recovery and Re-Investment Act of 2009 Signed by President Obama in March of that year.
• HPRP is a program designed to bring relief to individuals and families that have primarily been affected by the Recession.
• It is a program that can assist eligible participants with rental and utility assistance for up to 12 months.
• HPRP is a structured program with financial and life lesson goals set by an HPRP Case Manager.

What HPRP is Not…. • HPRP is not Emergency Shelter
• HPRP is not Long Term assistance
• HPRP is not a Housing Location Program
• HPRP does not Pay for Mortgages
• HPRP does not pay rent in Subsidized Housing Units

Who is Eligible?
The HPRP providers must answer four basic questions to determine eligibility.
• Will the Client be Homeless without this assistance? (They have NO other housing resources)
• Can the client sustain housing after the assistance? (Do they have the potential?)
• They must be 50% below median income for the county they live in.
• Their situation cannot have been caused by behavioral activity such as; Fighting, drugs, etc.

There is only one way to gain access to the HPRP Program in West Tennessee.

Upon calling the operator will take information and administer a sustainability test. The client will not be determined eligible until they have spoken with a Case Manager and their case is approved by Administration.
